
The United Rule of Law Appeal [UROLA] was established in 2011 exclusively for charitable, scientific, and educational purposes. This includes, for such purposes, the making of distributions to organizations that qualify as exempt organizations under section 501(c) (3) of the Internal Revenue Code (the “Code”) (or the corresponding provision of any future United States Internal Revenue Law). Expanded, UROLA also supports international development organizations and rule of law Not-For-Profit organizations.
UROLA works also to promote public visibility of the organizations it supports and their educational, scientific, and charitable activities conducted in a manner consistent with section 501(c)(3) of the Code (or the corresponding provision of any future United States Internal Revenue Law); and to raise funds for such members and assist them in raising funds for such educational, scientific, and charitable activities.
In furtherance of such purposes, the UROLA is empowered to promote, encourage, and carry out (i) the sponsoring and conduct of scientific research, studies, educational, and promotional activities related to the purposes of the corporation; and (ii) the receipt of contributions, gifts, dues, bequests and endowments and the utilization and distribution of funds and assets derived therefrom exclusively for scientific, charitable, or educational purposes described in section 501(c)(3) of the Code.

GOVERNANCE:

Professor Don Wallace, Jr., serves as Board Chair of the Untied Rule of Law Appeal. Prof. Wallace is an eminent international law scholar. Prof. Wallace also serves as Chairman of the International Law Institute while holding a distinguished faculty position at Georgetown University Law Center. As U.S. Delegate to UNCITRAL, he has played a pivotal role in drafting its Model Laws. He advises foreign governments, contributing significantly to global rule-of-law initiatives, including Rwanda’s constitution, academic exchanges with China and Russia, and legal advisory roles in Egypt, Indonesia, Bulgaria, and the Central European and Eurasian Law Initiative. Currently, he is a member of the Secretary of State’s Advisory Committee on Private International Law, a correspondent of UNIDROIT, vice president of the UNIDROIT Foundation, and a former World Trade Organization panelist.
